Dr. Cohen’s first post-residency position was to work as the Deputy Director of the Veterans Affairs department in Comprehensive Women’s Health Services in the United States. Dr. Cohen also worked for a patient advocacy organization and held different positions in the United States. She was the National Outreach Director and founding member of the grassroots organization Doctors for Obama. It was later renamed Doctors for America. She worked as director of policy for the organization and later worked as executive director. She and fifty members of the organization met President Barack Obama in the Oval Office on October 5, 2009, followed by a reception at the White House Rose Garden for the White Coat Rally.
In 2013, she was hired by the Centers for Medicare & Medicaid Services, a federal agency within the Department of Health and Human Services of the United States. There, she worked as a senior advisor to help implement Medicaid, Medicare, and Children’s Health Insurance Program policies. She was later appointed as the Agency’s Chief Operating Officer and Chief of Staff Services. She also worked as Acting Director of the Consumer Information and Insurance Oversight Center of the Agency.
In 2014, Cohen advocated for maternity coverage in the Affordable Care Act before Congress while she was eight months pregnant. In January 2017, Governor Roy Cooper appointed Cohen as Secretary of the Department of Health and Human Services for North Carolina. She was a guest speaker at a luncheon hosted by the League of Women Voters at North Carolina State University on September 14, 2017. In 2019, she criticized the budget proposed for 2019-2021 by the North Carolina House of Representatives. COVID 19 Pandemic
To prevent COVID-19 from spreading, Cohen stressed the need for North Carolinians to wear face masks, practice social distancing, and wash their hands. She practically met with members of the Health Committee of the House of Representatives of North Carolina in June 2020 to address pandemic concerns. Cohen announced the establishment, active through July, of up to three hundred testing sites in North Carolina. She requested more supplies from the federal government.
On June 30, 2020, Cohen announced that her department and Omnicare which is a CVS Health-owned company will work together. They will conduct tests in over 400 locations for 36,000 nursing home residents and 25,000 nursing home employees. On July 16, 2020, she held a media briefing to address virus testing in North Carolina, after the state had reached 96,426 confirmed COVID-19 cases and 15,088 virus-related deaths.
